    Explanation:

    A unitary state is a small province governed by Central Government which is a single and superior power. The states have powers from the central government that are allocated to them. The central government can create or can neglect its sub-division that in turn affects only the state people.

    On the contrary, there are federal states which share their powers to the central government and acts as an equal power. Here the central government cannot change the power of the states so that it doesn't affect the state unilaterally. In the unitary states, even some decisions cannot be taken on their own.
