    Not B, alien and sedition acts were Federalist but passed by Adams

    Not A unless you typed it wrong, "the formation" doesn't mean anything.

    Could be C, but most federalists didn't support a proclamation of neutrality, that was mostly a Washington thing.

    Meaning it's most likely D, as a National Bank was a federalist ideal. I would choose D.
