What did "nullification" mean? Any state could refuse to follow a law that it disagreed with. A majority of states could declare a law unconstitutional. Congress could declare a law to be unconstitutional.

    Nullification means to veto or remove and the state senate could form and state law to boycott the federal goverments law but that veto could overruled by the supreme court.
