    The citizens in the democracy structure their institutions such that deliberation is the deciding factor in the creation of the institutions and the institutions allow deliberation to continue. A commitment to the respect of a pluralism of values and aims within the polity.

    Through the possibility of democracy. Democracy was crucial for people to be able to create the government, to elect these governments, and now to demand from these elected governments as a way to make things work in society. The creation of democracy made this step possible in modern society so that we would have the possibility of changes and the creation of governments.
