The answer is: Observe how many standard drinks are consumed by the individuals per hour

Every individuals have different alcohol tolerance. But on average, people would get intoxicated after having three standard drinks within 3 hour. (one drink per hour). After surpassing this amount, people would become heavily impaired and should not be allowed to drive.
