    He weighed equality to freedom then tries to examine what should come first. The author later clings to the view that happiness is key to freedom and no one gets hurt through it. He reiterated that the experience for happiness doesn't involve competition, or unworthy agitation as it is individual and doesn't need to be institutionalised to be achieved.

    He is simply saying puts freedom first then the society will be happy by-product, and this by product will deliver unto all the parties involved both greater freedom and greater equality.
