Which term is universally accepted to refer to people with low intelligence?

I believe the answer is: there is not universally accepted term for people with low intelligence

A term is considered to be universally accepted if you can say that term in all society and nobody would get offended. Most people in different societies would see saying a term for low intelligence people as rude and often unnecessary/not needed.
