The U. S. Department of Defense (DOD) is bringing suits against several contractors in Iraq who are alleged to have paid kickbacks to military personnel in order to win contracts. The DOD wants portions of the contract prices paid refunded by the contractors.     The Federal district courts in the united states of America have the jurisdiction to try/pass a ruling on case committed against the federal government whether committed on American soil or Abroad and giving and receiving kickbacks by contractors to military personnel contradicts the Foreign corruption practice act that was enacted into law in 1977. hence it is a crime against the state.

    since the United states is staking a claim that refunds should be made the DOD suits against the contractors can also be tried in the court of claims as well as it can be tried at a Federal district court.
