    I believe the best answer would be D. County, Metropolis and Township.

    The counties are administrative divisions of the state and townships, of a county. The state government in Michigan is descentralized among those three layers. There are actually two types of townships in Michigan, however: General law ones and the Charter townships. From 2001 census, Michigan had 127 of the latter. Generally, these townships withhold many of the same powers of a city, without the same level of olbigations, however.
