    The U. S. could not sit back after an attack

    That could seem weak and make a possibility of another attack.

    So they declared war and nuked Japan after lots of fighting.

    That is just some facts, not it all.

    I think the right answer is b. The Japanese attacked an American base and it was a direct attack on the country. The USA entered the war to defend themselves. Before, they had seen the war as an European one. Their interests were mostly in providing the Europeans with what they needed to fight the Germans and the countries who supported them.
