Which level of government has the power to pass ex post facto laws?

    The correct answer is that the government can not pass this law. These laws are forbiddent by the Constitution since they act retroactively. For example, a crime taht was commited twenty years ago is judged by the laws of that period. Passing an ex post facto law would mean that we can judge that crime with the laws we have today.
