Why did many leaders want to replace the Articles of Confederation

Many early American leaders wanted to replace the Articles of Confederation because they believed the Articles created a weak national government that was not able to govern effectively nor provide for the national defense. The inability to raise taxes, a substantial non-wartime military forces, and other factors led to the scrapping of the Articles and the writing of the constitution.
