I believe the answer is: Feeling optimistic and capable of handling driving situations

The main difference between the safe and at risk drivers is on the driving method that they use. Safe drivers tend to only want to drive a vehicle if they are sure that they have what it takes to drive them and avoid situations that might caused collisions. At risk drivers on the other hand, might choose to drive vehicles even if they know that they are lack experiences.
