    the one that describes an initiative is : B) the ability of citizens to bring a bill before lawmakers Technically speaking, the lawmakers in the government is working to represent our view. According to the constitution, the government has to carried out the majority of the people's will, and in order to achieve that, we can propose our aspiration regarding how a bill should be made to the lawmakers.
