    For example, in Wisconsin, the 2012 votes - who had ten electoral college votes, Obama won their state with 53 % while Romney got 46 %

    In our current systems, this mean Obama got 10 votes while Romney got 0. in the proportional plan, the votes result will give Obama 5.3 votes and romney 4.6 votes,
