How did Americans disagree over the role of the federal and state governments before and during the civil war?

    Basically, the north and the south got a big disagreement on the amount of power that the states should have.

    The north believed that The Federal government should held the higher power than the state government to preserve the union, while the south believed that the states government should had the higher power.
