    I believe the answer is: C. The agency detained hundreds of Middle Easterners, leading to claims of civil rights violations.

    It is through that it became really hard for people from middle east to enter united states, ever since the establishment of Transportation Safety Administration. But the majority of them only rejected at the gate or being made to pass difficult protest to obtain a visa. Only a small number of them being detained.
