    There was a fraud in which large parts of land were sold to people for practically nothing, and these people made a lot of money buy reselling it. When the fraud was discovered, the sales were overturned and there were many claims about the land. Georgia didn't want to deal with that so they decided to give all those parts of the state to the federal government.
