    Actually, there was a number of empires on the territory of Mesopotamia, do you mean any in particular?

    There was for example the Babylonian empire, founded by Nabopolassar in 626 BC

    There was also the Archaemenid Empire founded by Cyrus the Great after the fall of the Babylonian Empire

    Later on it was also under the Parthian Empire founded by Arcases of Parthia
