As immigrants arrived from many nations, why did it become necessary to restrict who and how many came to America?

We have to restrict people from coming to America bc some people can be doing unconstitutional things, and hurting the government, in addition, we need to restrict the amount of people coming in to America so we don't over populate (this is what I think, sorry if this isn't what u wanted as a answer)
