Why did Juarez want to prolong paying off the national debt?

    It was due to the Civil that began in 1857 which led to bankruptcy leaving the government no choice but to proclaim a halt to payments of foreign debts. This prompted to a joint action by Britain, France and Spain to take control of a customs house located in Vera Cruz in 1861. Though the British and Spanish left, the French continued their occupation.
