The answer is letter b, it can become a basis for judging other’s actions because culture is present un human societies where in it is focused more on their norms and behaviors in which has become important and could be used as a basis in one’s life.

I believe the answer is: B. It can become a basis for judging others' actions.

Culture would determine the standard of behaviour that expected by people in a certain community. When a person display a behaviour that deviate from this expectation, other people in the community would perceive that person in negative light and usually treated that person as an outcast in their group.
