    I believe the answer is:C. ensuring that as many workers are employed as possible

    paying employees whether they work or not would massively reduce the amount of GDP that would ended up in economic Crisis.

    Creating a situation where a lot of people become unemployed would destroy the stability in local communities and improve the crime rates that happened across the nations.
