Nicholas was trying to say that the social causes of war can be contributed to societies who had experience war and accepted this in their culture as a norm. It can also be rooted to irreconcilable objectives that both countries would not surrender or give way, so the means of solving conflicts for them is to wage war so they could end their problem.
