Why was keeping a continental Army difficult under the articles of Confederation, leading to changes in the U. S. Constitution?

A. States of the smaller populations did not want an army

B. States with Larger population did not want an army

C. Congress had to raise i'm national military separate from the states

D. Congress could not force states to pay for troops needs

    Keeping a Continental Army under the Articles of Confederation would have been difficult because there was a very weak Federal Government and very strong state government, making D the best choice, because Congress is Federal Government.
