    When the total benefits to society are greater for the society than for the individuals using it.

    For example is using environmental friendly cars. The cost of the cars would be far more expensive than the ordinary cars, which is not very good for the individuals using it. But it greatly reduced the pollution in the environment, which bring a great benefit for the society
