If a nation-state has half of the population out of work, what purpose has its government failed to perform?

    If the nation-state has a half of the population out of work, the government failed to focus their attention and resources to the people. Most resources were spent on wars, depending territories, buying guns and weapons. But unfortunately, the government missed to invest in education and health.
