    That statement is True

    For example, the Intelligence test in a developed country such as South Korea will be on a higher standard then those in a less developed country such as Timor Leste or north Korea.

    This is true - this is a common inssue in psychometrics and psychology; namely the fact that intelligence is a problematic issue to define in a culture-free way. For that reason, it is very problematic to throw the word intelligence around any way we'd like.
