Why does the dictator of North Korea don't support the poor?

There are two reasons why dictators don't support the poor, and they are probably the case in North Korea, too:

- greed: the dictators keep all or most of the country's wealth to themselves and the ones surrounding them

-control; if the poor are kept in terror they are easier to control
