    According to historians, he seemed to regard African Americans' pursuit of equality as futile, and instead advocated for vocational training (that would promote self-sufficiency among African Americans) and tolerance to living in areas that had implemented Jim Crow laws. This is not to say that he supported discriminatory laws, but more that he worked with the establishment to achieve change (he was well regarded by Theodore Roosevelt and so became an influential person in the matter of race during his time).
