Why is the constitutional monarchy considered a form of democracy?

    Because the monarch and elected government such as parliament govern together, with the elected representatives making most of the decisions so therefore it is a democracy as people are voting for those who makethe decisions. For example, the UK is a constitutional monarchy. The house of commons makes the decisions and is elected, the queen just signs the documents and always sticks to the script.
