In federal midterm elections voters choose

The Mid-Term here refers to the middle of the Presidential Term, that is, the term of the president. (so they occur 2 years after the presidential election). During the elections, the seats (all of them) of the House of Representatives are chosen, and around one third of the seats in the Senate.
