Do individuals have a greater impact than larger groups in society in starting war?

This is very dependant on the war and the society. It's hard to find and say the exact answer to this. This is because in the past there were very influential individuals who had an important role for starting the war. Other times, it was entire groups which wanted war and whose desire eventually also led to war.
