When traveling with empty lift forks, the forks should be in what position? all the way up about eye level all the way down waist high?

When travelling in an empty forklift, the forks of the lift should be in the position of waist high. It is because if it is in the position of eye level, it may interfere with the driver’s way of seeing as he drives the forklift and if it is all the way down, it may destruct or interfere with the things that on its way.
