    The New Jersey Plan, or the "Small state plan" proposed that America have a unicameral legislature with one vote per state (this was how the Articles of Confederation had the votes set up too) because it would give "equal" power to all states when it came to electing a political figure. This position also reflected the belief that the states were independent entities and, as they entered the United States of America freely and individually.
