I believe the answer is: One tenth of a second

When collision happens, the average time needed for the driver's head to hit the dashboard (while wearing seatbelts) is around 0.25 seconds. The one tenth of a second timeframe is the industry standard for airbag to prevent the driver's head from hitting hard objects.
