    It was formed after WWI similar to today's United Nations accept that if failed without the USA being a member even though it was our idea to begin with.

    The goal was to ensure world peace and to never have a Great War again. It failed miserably and was ineffective.

    President Woodrow Wilson drafted the creation of it and had the US been a member it MAY have worked but we still do not know.
