    This country is Germany. (German Empire, Deutsches Reich)

    Specifically, it was due to work of Otto von Bismark, German chancellor and statesman until 1980.

    He introduced care of elderly in 1989 in form of pension for workers above 70 years old. (he himself was over 70 then).
