    Property owners who were eligible voters chose the lower house of the legislature in the royal colonies while the upper house called the Senate was voted by the members of the House of Representatives. Both houses worked together when passing legislation to ensure that everyone's rights are protected. There were not that many eligible voters, but it was something.
