    in mexico after the big earthquake in the 90's the process of reuniting survivors was done in a stadium not at the incident site where most damage and most casualties were at.

    Also using common sense why would they have it there, it is where everyone will be but there will be rubble and debris and in general dangerous to be there unless you are prepared to clean it up i. e. in suits and protective gear.
