The United States invaded Iraq in 1991 and 2003. What was different about these invasions?

In 1991 the goal was to end the takeover of Kuwait, while in 2003 it was to actually remove Hussein from power.

The first invasion was a response to human rights and the other to find weapons of mass destruction.

In 1991 the goal was to prevent ethnic cleansing, and in 2003 it was to find Osama bin Laden.

The first invasion was unsuccessful, but the second destroyed support for terror there.

    I believe the answer is: In 1991 the goal was to end the takeover of Kuwait, while in 2003 it was to actually remove Hussein from power.

    In 1991, the invasion was made to prevent soviet union to obtain control of Kuwait which had a huge amount of oil reserve.

    In 2003, the invasion was aimed to remove Sadam Hussein who was charged with various human rights violation.
