    The Virginia Declaration of Rights states that "all men are by nature equally free" - this is an important American value that is also reflected in the US constitution

    2) limited government

    Virginia Declaration of Rights states that the government (which takes its power from the people, another American value) cannot abuse its power and cannot execute laws without the consent of the people through their representatives - that is, the government must be democratic.
