It has layers of government. In this type of political system, federalism, the political power is set to be disseminated in a governmental hierarchy. Furthermore, this hierarchical order of power is distrusted amongst national government to departments to districts to local government and agencies. For example in the United States, the national citizens ignites power to its federal government, some district and counties to its local government. And this dispersion is circulated.
