What made Massachusetts bay colony a theocracy

    A theocracy is a place that is ruled by members of the clergy. Massachusetts was governed by the Puritans, and they only allowed members of the to the government, and the church leaders had a great power. In that way the power was with the religious men, and not in secular hands, this made it a theocracy.
