The concept in the declaration of independence are based on the ideas of the philosopher

    To be truthful, it is not just one sole philosopher that contributed to the Declaration of Independence, rather two philosophers are responsible for the ideals. Thomas Paine and John Locke. But if you are looking for just one philosopher, then my safe bet would be John Locke.
