    The statement that best describes how federalism changed as a result of Ronald' Reagan's presidency was : D. states were allowed to take a more active role in their own affair.

    This was known as the 'new federalism'. In order to play that active roles, the federal government gave out financial support to the states in the form of Grants for State's plans.
