    The US constitution was written in 1787 in Philadelphia, by delegates from 12 states. In September of 1787 it was sent to those states to be ratified. At that time there were 13 states and it was stated that for constitution to become effective 9 states from 13 would have to ratify it. so the answer to your question is C.
