    I believe the answer is: A referendum allows people to vote to accept or reject a law

    In a referendum, all eligible voters would be invited to give vote to whether accept or reject a certain proposal. This allow the citizens to create a legislation without relying on congress.

    Recent example of a referendum is when the citizen's of England was invited to vote for brexit proposal.
