    It's A because the US declared that the Americas were no longer Europe's play pen however the US didn't actually enforce the Monroe Doctrine due to our absence of a military power at the time. The British actually enforced it however so they could retain control of their SA providences and to keep open their lucrative trade routes to and from SA and NA.
