What makes lobbyists most qualified to propose and draft legislation is that t hey research and understand the issues. Their job is to deal with these kinds of things, so obviously they need to explore the matter further.

They aren't lawyers per se, nor have they registered with the government. And political connections alone do not make them qualified to do this.
